I don't see how a projectile could get blasted out of there and still retain that shape.

Roll crimped brass for creating blank loads. Brass is also shorter that the .32 S&W cartridge. Probably utilizes an over powder card beneath the roll crimp. Shot cartridges for handguns can be created this way using a roll crimp with over powder and over shot cards.

 

38 S&W Blank. I've got a box of them--they were used in a "gopher gun"
However---I suspect yours are of a newer vintage and different use:

ETA---Dimensionally yours are closer to 38 Short Colt than 38 S&W, but that's
what it appears they are calling them.

 

They are .379 on the bottom .370 at the case mouth.

Starter pistol blanks. I would de cap with universal decapper, then put a primer only. They weren’t as loud as blanks and no smoke but they were good for practice on getting kids out of the blocks on a crack. The blanks are loaded with BP to create smoke so timers can start the clock on visible smoke instead of the one second delay for the sound to travel across the track.

You can full length resize probably if you have a 32 S&W.

I just checked. They are to short to resize for 32 longs.

 

They are extremely low pressure. They probably don't need to be resized. Just reprimered and loaded.

 

I did a google. Looks like 32 sw can be fired in a 32 sw long revolver.
