Tx Gov issues 8 executive orders aimed at stopping potential mass shooters

The orders focus largely on improving reporting channels when members of the public or law enforcement agencies worry that a person might become violent.

1.) Within thirty days of this order, the Texas Department of Public Safety shall develop standardized intake questions that can be used by all Texas law-enforcement agencies to better identify whether a person calling the agency has information that should be reported to the Texas Suspicious Activity Reporting Network.

2.) Within thirty days of this order, the Department of Public Safety shall develop clear guidance, based on the appropriate legal standard, for when and how Texas law-enforcement agencies should submit Suspicious Activity Reports.

3.) Within sixty days of this order, the Texas Commission on Law Enforcement shall make training available to educate all law-enforcement officers regarding the standards that will be developed pursuant to Order No. 1 and Order No. 2.

4.) The Department of Public Safety shall create and conduct an initiative to raise public awareness and understanding of how Suspicious Activity Reports are used by law-enforcement agencies to identify potential mass shooters or terroristic threats, so that the general public and friends, family members, coworkers, neighbors, and classmates will be more likely to report information about potential gunmen.

5.) The Department of Public Safety shall work with the Texas Education Agency and the Texas Higher Education Coordinating Board on ways to better inform schools, students, staff, and families about the importance of Suspicious Activity Reports and how to initiate that process.

6.) The Department of Public Safety shall work with local law enforcement, mental-health professionals, school districts, and others to create multidisciplinary threat assessment teams for each of its regions, and when appropriate shall coordinate with federal partners.

7.) The Department of Public Safety, as well as the Office of the Governor, shall use all available resources to increase staff at all fusion centers in Texas for the purpose of better collecting and responding to Suspicious Activity Reports, and better monitoring and analyzing social media and other online forums, for potential threats.

8.) Beginning January 1, 2020, all future grant awards from the Office of the Governor to counties shall require a commitment that the county will report at least 90 percent of convictions within seven business days to the Criminal Justice Information System at the Department of Public Safety. By January 1, 2021, such reporting must take place within five business days.

i think this is actually a rushed pr moment.......where he is actually giving the appearance of immediately doing something in a public way......but putting a lot of the logistics and planning on dps for implementation in a short time frame......unless they have had something in the works for a while.

The back channels have had no chatter about this. I agree that it's a quick workup that only strengthens what's already out there except for maybe the last one.

It's a political move.
I've been around guns and shooting for at least 75 years so I have a lot of ideas about these mass shootings. I'm going to contemplate it seriously and kick it around in my head and I'll give you the definitive answer by January 1, 2021. And, as for what Greg Abbott said, total political appeasement!

There are plenty of statistics which strongly suggest exactly that.

Well, we have a historical record of more guns, less crime. Then we went through a stage of less guns, more crime. Now we're back on more guns, less crime.

So, different from the 20000 gun laws currently in place that have done nothing to prevent crime, there's an actual history to support more guns. All that's left to do is to take the more-guns idea to a large enough scale to prove it as fact rather than arguable theory (though many might already argue it's proven fact, given the history).

They are over thinking the problem, the way to stop mass shooters is with armed guards. That is why all government facilities have arned guards at the door. Do citizens and their children deserve less protection than the government?

Cause and effect vs coincidence.

I can find no article from the state of Maine that discusses OC as a contributing component. The effect of OC would not have taken four (4) years to have this kind of impact.

Low Violent Crime Rate

This metric evaluates the number of violent crimes per 100,000 residents, according to 2017 data from the Federal Bureau of Investigation.

Violent crime includes murder and nonnegligent manslaughter, robbery, aggravated assault and rape, which includes attempted rape, but does not count statutory rape. The rate of violent crimes increased about 2.1% nationally between 2016 and 2017, slowing from a 4.1% increase the year before.
They are over thinking the problem, the way to stop mass shooters is with armed guards. That is why all government facilities have arned guards at the door. Do citizens and their children deserve less protection than the government?
Let's expand on this. Where would we post the armed guards? Armed guards would have to go through training. This is similar to resource officers at schools.

Who is going to pay salaries? The stores? The taxpayers? There's a LOT of real estate that would need armed guards.

We already have a pretty good bunch of armed guards. We call them "LEO," and in recent mass shootings, they have performed exceptionally well.

The real "solution" to gun violence is a higher proportion of guns in the hands of law abiding people.


Ever notice there are no mass shootings at gun ranges? Now, either you thought about that, ​or you didn't...
