Why is my memory flashing back to about 1961 and my reading of the book "The Ugly American" while reminding myself that the CIA and State Department have never been my friends?

Remember Lois Lerner? Maybe we need to scrape away four (4) layers of bureaucracy, rather than the former 3 layers I originally suggested, from all our Federal Government departments in Washington D.C.
