Does anyone know the value of this rifle as well as the scope. I’ve checked online and haven’t really found anything like it.

The paint job don't help the value. As long as you are satisfied with the gun. That is all the matters.

Hopefully it's just a bad paint job because it looks like it could be pitting under the paint on the barrel.

I'd pay for the rifle, a used Bushnell scope is a gimme, if he doesn't want to part with it, tell him to keep the scope. The rifle? .223, if you have a use for it, like varmints, is a fine caliber, but it wouldn't do well dropping deer, even our Florida White-Tails.
A used and painted Savage, with pitting under the paint, on the barrel, with a ho-hum scope. IF the rifling is clean, I wouldn't part with more than 150$ for it, not that I'm even casually interested. There is a lot of competition, in the 223/556 market, and you shouldn't really even fire 5.56 thru it, although you probably could.

Nice spray can paint job, but who TF paints a gun barrel and scope? Unless of course you need to hide something or your name is bubba.
Personally I would stay away from those.
