They probably mean by expanding the requirements that negatives get reported.
It means you can not give a firearm to your son or daughter without a back ground check. Maybe along with lending a rifle to a friend to go deer hunting.
Maybe adding mental health info or universal BG checks?
That will stop the criminals from getting guns!

In essence, it means they can build a de facto registry in all but name. Also, no more private transactions. All gun purchases would have to go through an FFL.What does "expand background checks" mean? What more do they want to know about me?
