Sig -- Can't say, exactly. I think that NM starts with the reqirement that the other state meet or exceed our minimum training requirement (based on the Florida model), and then that the other state agrees to recognize NM's CHL. Past that, I really don't know why we accept one state and not another.

In the US, each state decides whether concealed carry is permitted or not and, if so, what the requirements are to be issued a licence (CHL = Concealed Handgun License). Beyond that, the states decide whether they will accept or recognize the CHLs of other states.

I live in New Mexico, which borders on Arizona, Utah, Colorado, Oklahoma, and Texas. My state recognizes the CHLs from those states and they each recognize my license if I'm in their state. I will be in Colorado this Sunday and will have my CHL with me. Thus I will be legal to carry concealed in Colorado, even though I'm a NM resident and have a NM license.

I think the fact that Oregon does not recognize other states licensing prevents some states from cooperating with Oregon.
