Well that explains a lot, since Noam Chomsky is a loon. He has videos on YouTube where he yammers on for an hour at a time.

According to his theory, the most basic form of language is a set of syntactic rules that is universal for all humans and that underlies the grammar of all human languages. We analyze and interpret our environment with words and sentences in a structured language. Oral and written language provides a set of rules that enables us to organize thoughts and construct logical meaning with our thoughts.
Yes, that is true, in a basic sense, and humans universally use language. But the syntax rules must be laid out by each language, and taught to the speakers.
It does not just fall out of the sky, and hit them on the head. There is a school of idoicy that thinks that the kids can just find their way, and they can't.
 
A bit about Noam Chomsky. You decide if you want to take his "slanted" advice: NoamChomsky describes himself as a libertarian socialist, a sympathizer of anarcho-syndicalism, and is considered to be a key intellectual figure within the left-wing of politics of the United States.
Anacho-syndicalism? Is he is a social anarchist, that wants unions to be organized? That is what I am getting from reading at libcom.org.
