I know a type 7 FFL covers both the manufacture and dealing of firearms, however I've been seeing a lot of back and forth as to whether a class 2 sot does the same. Class 2 is for manufacture, and class 3 is for dealing, so would one have to pay for both or would the class 2 encompass both roles...
