In the video he said he was aiming 75-80 yards above the target.

Problem is we're not in space there's gravity and air resistance and the power behind a 9mm bullet will only send it so far
Call me skeptical but I can't see how that bullet reached that plate even less with enough power to splat and burst the balloon with fragments even if it's from Jerry.

I watched Bob Munden break baloons at 800 yards using a S&W model 60 chambered in .38 Special.

A 9mm will have plenty of power left at 1000 yds to do that. There is a rock about the size of two basketballs on the berm at my range at 400yds. We frequently try to shot it with handguns but it only works when the ground is real dry and dusty so we can see where we're hitting. We hit it often but certainly not on the first or second try....well me anyway, my buddy seems to do much better. With a .45 you have to aim real high at that distance compared to a 9mm

I guess it could be possible, but I'd definitely have to be there at the 1000 yard mark even if there's no balloon 1000 yards for a 9mm seems (to me anyways) impossible. Even if you give it the perfect angle so it would extend it's maximum trajectory, to me it's l not enough powder power to reach 1000 yards. (1760 yards in a mile)

Remember a .22 can travel a mile or more.

These guys shoot the 9mm out to 440 yards. And it goes through wood.

I've only used one of those red dot sights in astronomy. I was surprised how accurate it is to use. Straight from it to a high magnification eye piece. You're on it. Extremely accurate.
Gun was obviously set up for the shot. He said about 150 feet of drop.
He still drives like a supertrucker.
