I'm from Arizona which is a "Constitutional carry" state. If I read this right and this bill (H.R. 38) becomes Law every non-felon from Arizona over 21 will be able to carry concealed in any state. Is this correct? Actually, this will have minimal effect on me because I have Arizona and Utah CCW permits. However, if this becomes Law", I will be able to visit the coastal leftist states without having to lock my unloaded guns in the trunk.

It should be noted that all of the old statements relating to H.R. 822 should be disregarded. That Bill "died on the vine"!
HR 38 the National Concealed Carry Reciprocity Act now has 152 Co-sponsors. 150 Republicans and 2 Democrats.
To play the devil's advocate, Drivers license issued by all states have to conform to federal standards, a lot of that is due to interstate trucking standards for the drivers. This includes training and testing so that all the truckers have the same training and knowledge as they move from state to state included in this a driver must submit the SSN to the state so that drivers cannot have more than one license. This happened about 25 years ago. Now think this thru, a national reciprocity law is passed, all well and fine, then all the states will come back to the federal government and will then call for national standards for licensing and training for everybody wanting to CCW. No matter weather you go out of your home state or not, same as a drivers license (Federal DOT). So then the federal government will step in and set up a federal a minimum standards training and licensing. The License would then be seen and be used nationally without challenge, but then the federal government will have their hooks in the system. Also as some states only license you for CCW for one firearm and only that one, some of us have more than one we carry at different times and seasonal dress for cover or conditions. Just think about it what it could cost in the long run. Do you want the Fed's involved and would you want BATF involved, that would be the agency and give them a chance and they would also want to inspect your storage of your firearms and an inventory also. I don't trust the federal government that much to want them in my house for anything or possibly the local police or sheriff to preform this inspection to see or inventory my firearms.
But what do I know, and I could be wrong about all of it. Think long game, maybe with Trump no problem but what about the next democrat to come down the line. Just food for thought.

I feel you are reading more into this than is actually there. To start with there will be not Federal Permit. It will be up to the individual to know all the laws of the state they carry in. Permits will be issued by the states as they are now. What if would do is eliminate the need for multi-state permits as is now the case. It would force the states that now issue CC permits to accept the permits of other states. Such as the state of Maryland, for example, that has a CC permit, that it seldom issues, and does not accept the permit of any other state.
I feel you are reading more into this than is actually there. To start with there will be not Federal Permit.
I'm more worried about what this can/will morph into than I am worried about what it starts out as. I share jtguns' apprehension. I do not trust the government!
