It seems like PG&E would be responsible for maintaining the easement wherever their power lines reside, and the State of California would be responsible for maintaining state owned forest lands, parks, and wildlife areas.

The events over the past year or two, dictate that both PG&E and the State of California have failed miserably in their responsibilities. Whereas, the customers of PG&E and citizens of California have paid dearly for the failures of those, that are suppose to serve them.
Your post sums up the situation in a nutshell.

PG&E is responsible for controlling growth on their right of ways. They didn't do this.

PG&E is responsible for their equipment maintenance. They neglected to do this.

The State of California is responsible for proper maintenance of state owned lands. The State didn't do this.

But, it was PG&E's refusal to pull maintenance that started several deadly fires, not to mention the San Bruno explosion.

Now, instead of performing needed maintenance in a timely manner the company cuts power to its ratepayers, putting more lives in jeopardy.

    GREED!

I get it - no matter what anyone says, you will hate PG&E; they could donate to your favorite LBGT advocacy group, and you'd still be mad; you must be a state employee, living in Sacto with this hatred for the way you ALWAYS defend the state for their incompetetce.

Oh well, this summer, CA will burn and it won't be PG&E; so who you gonna blame than? Trump?

Nope, just wondering why such hatred; more like obsession, with this.

You need to take a chill pill.

PG&E admitted their equipment started the Camp Fire wildfire, which was the deadliest in CA's recorded history. The reason their equipment started the fire in the first place was due to lack of maintenance of the equipment and failure to maintain the easement where the equipment was located. Anyone with a heart would be royally pissed off at PG&E's actions that killed 85 people and destroyed nearly 15,000 homes.

The thing that pisses me off the most about the situation is PG&E will end up paying fines and judgements, then pass that cost onto their customers. Yet those in PG&E's leadership, that allowed the situation that started the Camp Fire wildfire, won't spend a day behind bars or pay a $1 of restitution to anyone.

And here lies the reason PG&E will not do the proper thing, once we, as a society, go after the people who, due to their decisions, causes problems to society make sure they are properly punished, would prevent such irresponsibility from happening.
This remind me of the Ford Motor Company of their refusal to fix the Pinto's problem because it would cost more to fix the problem than to pay the lawsuits again them for the people the problem killed. The people who decided to save the company money by not fixing the Pinto's problem knowing full well that people would be killed, should have been prosecuted for such a decision.

Again, while their lack of something may have started that fire, the reason it was the deadliest was because the folks who manage the forests did not do THEIR job prior to the fire by eliminating the combustible materials through things like prescribed burns; that allowed the fire to grow and the winds to move it fast to destroy Paradise and everything it its path. You seem to be overly protective of the State folks who are the ones to blame for that aspect.

Go read post #20. I'm not protecting anyone. The Campfire wildfire would not have started in the first place, if it wasn't for PG&E's lack of maintenance practices. The state of California could have been culpable for the amount of property and lives destroyed, if the fire had been started by a lightening strike.

I want to point out the legal narrative of the "Eggshell Skull" maxim that states, that the defendant must "take the victim as they find them". Meaning that, this rule holds that PG&E is liable for all consequences resulting from their negligent activities regardless of the condition of the California wilderness, even if there was an unusually high level of damage. Yes, California made the situation worse, but PG&E started the ball rolling that made that situation.
